OIEIT proposes that an Informational Simulation Particular (ISP) is not a process trying to become a Consequential Informational Unit — it is the restricted expression of CIU-0, the consequence-bearing unit as non-actualized but actualizable. B1 → B2 is not additive creation. It is normalization: the progressive removal of restriction as conductance increases and what was always actualizable becomes field-legible.
